Bilateral Agreements

Memorandum of Understanding between the Department of Energy of the United States of America and the Ministry of Productive Activities of the Republic of Italy to Cooperate in the Field of Fossil Energy

The purpose of this agreement is to establish a framework for collaboration between the United States and Italy to facilitate joint activities and market deployment of fossil energy technologies in an environmentally responsible manner.

Under the MOU, Siemens Westinghouse Power Corporation’s Stationary Fuel Cells Division (Pittsburgh, PA) and Gas Turbine Technologies (Turino, Italy) signed an agreement to collaborate on a solid oxide fuel cell project in Italy. As part of the agreement, Siemens Westinghouse will supply a 100-kW combined heat and power solid oxide fuel cell power system that will be installed at GTT’s Turino facility in 2005. Siemens Westinghouse is reconditioning an existing 100-kW fuel cell and associated balance of plant that previously accumulated more than 20,000 hours of operation in the Netherlands at Nuon and at RWE in Germany. The project is part of the GTT and Politechnico Unversity of Torino EOS Project. The system will provide 110-kW AC electricity to the utility grid and heat for the office and plant complex. Shipment of components to Italy is expected to be completed by the end of February 2005, with systems installation in March and startup in April 2005. GTT, whichis 80 percent owned by Siemens and 20 percent by Chromalloy, will become SWPC's repair and service center for their fuel cells in Europe. The Politechnico University will use operating data from the system in their engineering education programs.
